From summer 2027, universities will face stricter compliance requirements to keep their Student sponsor licence.
The annual performance standards have been tightened:
- Visa refusal rate: must remain below 5% (previously 10%)
- Course enrolment rate: must be at least 95% (previously 90%)
- Course completion rate: must be at least 90% (previously 85%)
A new traffic light rating system will also assess universities based on how responsibly they recruit international students.
Institutions that fail to meet these standards could:
- face restrictions on the number of international students they can recruit;
- be required to implement a 12-month improvement plan; and
- ultimately lose their Student sponsor licence if standards do not improve.
